1. LSTA NOTICE OF PUBLIC HEARING

The State Superintendent's LSTA (Library Services and Technology Act) Advisory Committee will hold a public hearing on Wednesday, November 19, 2014, at 10:00 a.m. at the Comfort Inn and Suites, 5025 County Hwy. V, DeForest, WI 53532. The LSTA Advisory Committee, appointed by the State Superintendent of Public Instruction, will discuss and make recommendations on grant awards for LSTA projects to take place January – December 2015. Included in the categories to be considered for funding in 2015 are projects to increase access to information and resources through technology and to promote accessibility of public libraries as well as digital creations, digitization, and early literacy projects. As part of the meeting, a public hearing will be held Wednesday starting at 10:00 a.m. to allow interested persons to testify on future LSTA process and priorities for 2016. If you cannot attend the meeting and would like to contribute testimony to be considered at the hearing, please email Terrie Howe at teresa.howe@dpi.wi.gov by no later than 4:00 p.m. on Tuesday, November 18, 2014.


2. STILL TIME TO APPLY FOR ILEAD USA-WISCONSIN

November 21, 2014, is the deadline to apply for the 2015 ILEAD USA-Wisconsin program. Anyone working in a Wisconsin library – public, school, special, academic, or regional public library system – is eligible to participate. Each participant will apply with four other Wisconsin librarians to form a team of five ILEADers. Team members will participate in three mandatory in-person sessions (at the Heidel House in Green Lake) over the course of nine months.

Things to keep in mind when applying to be part of the ILEAD USA-Wisconsin program:

  • Focus on the identified community need rather than a final project for the team. Your team's final project will be developed during the nine months of the ILEAD program.
  • ILEAD USA-Wisconsin funds focus on providing an immersive leadership experience for team members rather than providing large equipment / technology grants. ILEAD USA Team members will develop the skills necessary to carry out the team project.
  • To help you with the online application, we've added a text example of the application to our ILEAD USA-Wisconsin website.

The 2015 ILEAD USA program is made possible through the leadership of the Illinois State Library with major funding provided by a Laura Bush 21st Century Librarian Program grant from the Institute of Museum and Library Services.

3. LIBRARY OF THE MONTH: FAIRCHILD PUBLIC LIBRARY

The Library of the Month is a celebration of Wisconsin libraries compiled by the BadgerLink team. The Fairchild Public Library is the heart of the community. 4. NEW WISCONSIN LIBRARIES BLOG

Beginning December 1, 2014, the Department of Public Instruction's Division for Libraries and Technology (DLT) will introduce a new communications tool -- the Wisconsin Libraries blog. The Wisconsin Libraries blog will offer rich content with visuals. In addition, content will be tagged and searchable, allowing readers easier access to posts on topics of need or interest. Readers can subscribe to receive email notifications about new posts on the Wisconsin Libraries blog. To subscribe, view the blog and click on "Follow By Email" on the right-hand side: http://wilibrariesforeveryone.blogspot.com/.

With the introduction of the blog, the DLT will "sunset" the Channel Weekly e-newsletter. As a Channel Weekly subscriber, you will continue to receive the newsletter during the months of November and December. The final issue of Channel Weekly will be published on December 18, 2014. Channel Weekly archives will be accessible indefinitely on the DPI website at http://channel.dpi.wi.gov/.


5. WORKFORCE DEVELOPMENT MAKES IMPROVEMENTS TO UI CLAIM SYSTEM

On Thursday, November 6, 2014, the Wisconsin Department of Workforce Development (DWD) completed the second of two major upgrades to the Unemployment Insurance (UI) online claim system, representing the most significant update to the existing system since its launch in 2008. The DWD has asked the Department of Public Instruction (DPI) to assist in notifying libraries about the enhancements to the unemployment insurance online claim system, since many Wisconsin residents rely on the computers available at their public libraries for initiating and filing unemployment compensation claims.

DPI's Division for Libraries and Technology has asked the DWD to inform claimants that libraries may have fixed-length computer reservation systems. Libraries should be aware that some patrons using library computers for unemployment requirements may request slightly extended computer reservations for their initial claims.

The first upgrade made it easier for claimants to check their account, select and print their payment history, plus gain a better understanding of eligibility determinations, benefit calculations and the appeal process. The second upgrade improves the initial claims process. The newly added features will allow individuals to complete and file an initial claim online without the assistance of a claims specialist. With an online fact-finding capability, the improved system provides answers for questions, reducing the need to mail paper questionnaires to a claimant to complete by hand and return by mail.
