1. STATE SUPERINTENDENT PROCLAIMS FEBRUARY 5 DIGITAL LEARNING DAY IN WISCONSIN

State Superintendent Tony Evers has signed a proclamation designating February 5, 2014, as Digital Learning Day (DLDay) in Wisconsin. The proclamation can be viewed and downloaded here: http://goo.gl/w2GXdx.

The Department of Public Instruction (DPI) web pages for this event (http://www.tinyurl.com/widl2014) are up and ready to go with two cool videos from our national partner (https://sites.google.com/a/dpi.wi.gov/widld2014/) which are great for sharing with education and library staff, your community, or embedding on your own website.

Participation in Digital Learning Day is easy as 1-2-3:

2. PUBLIC LIBRARY AND LIBRARY SYSTEM ANNUAL REPORTS ARE OW OPEN

The LibPAS online reporting system for the 2013 Public Library Annual Report was opened January 17, and the 2013 Public Library System Annual Report opened January 21. Email announcements with login information have been sent to directors of all Wisconsin public libraries and library systems. Links to instructions and support material for both annual reports are listed at http://pld.dpi.wi.gov/pld_annrpt.

If you are the director of a public library or library system and did not receive your email announcement, please check the following:
  • If you have spam filtering, check to see whether the message was trapped as spam. Add "wi@countingopinions.com" to the allowed addresses (though LibPAS messages indicate they are from libraryreport@dpi.wi.gov).
  • If the director's position recently changed or is vacant, please send email to libraryreport@dpi.wi.gov with the name and email address of the person who will be completing the annual report.
  • If your LibPAS username/password has been misplaced:
    • Go to the portal page at https://wi.countingopinions.com
    • Click the Login button.
    • Click the "Password reminder" link.
    • Enter the email address of your account, and click Send. LibPAS will send information to the director email address on record.
Most of Wisconsin's 17 library systems have supplied the Department of Public Instruction with report data that has been uploaded and pre-filled on behalf of their member libraries. That data may include: collection and usage numbers derived from regional shared catalogs and circulation systems, and financial information for grants or reimbursements distributed by the regional system. Libraries' positive responses have encouraged systems to provide more pre-fill data this year than last.


3. WEBINAR: USING BROADBAND DEMAND SURVEY DATA TO PROMOTE LOCAL OPPORTUNITIES

On Thursday, February 6, 2014, from 1 to 2:30 p.m. CST, the Wisconsin Public Service Commission (PSC) and University of Wisconsin-Extension will present a webinar on Using Broadband Demand Survey Data to Promote Local Opportunities. The LinkWISCONSIN broadband demand study (http://www.link.wisconsin.gov/lwi/Default.aspx?bhcp=1) is a planning tool for local, regional, and state-wide broadband development efforts and a result of data collected through the Public Service Commission's Broadband Demand Survey. Data from the Wisconsin Broadband Dashboard can be used to pinpoint the location and type of unmet consumer needs for broadband, and also provides broadband data for Community Anchor Institutions (CAIs), places of high demand for broadband at the local community level, including K-12 education, higher education, libraries, healthcare institutions, public safety entities and government organizations.

This webinar will provide you with an overview of Wisconsin's Unmet Broadband Demand and show you how to use the dashboard tool and demand study results to better understand the needs of your community and to organize for local action.

4. SEVENTEEN WISCONSIN PUBLIC LIBRARIES TO RECEIVE NATURE BACKPACKS FROM DNR

The Wisconsin Department of Natural Resources (DNR) has developed family nature backpacks that will be available at 17 Wisconsin public libraries as a pilot test to assess the response of families and adults who use them to take children outdoors and explore nature. In partnership with the Wisconsin Department of Public Instruction, 17 libraries have been chosen from a list of over 150 who showed interest by e-mail or at the Wisconsin Library Association annual conference. One library has been selected from each library system. Librarians will receive their backpacks and a set of instructions in early 2014. The selected librarians and their libraries are:

5. APPLICATIONS BEING ACCEPTED FOR NEAL-SCHUMAN FOUNDATION "CITIZENS-SAVE-LIBRARIES" GRANTS

Applications for the second cycle of the Citizens-Save-Libraries grant project are now being accepted. United for Libraries has secured $75,000 from the Neal-Schuman Foundation to support library advocacy at the local level for libraries with troubled budgets. The Citizens-Save-Libraries grants will pay for travel and fees to send expert advocates to 20 locations over the course of two years to help friends of the library groups, library directors, and trustees develop individual blueprints for advocacy campaigns to restore, increase, or save threatened library budgets.

The opportunity to apply for expert consultation began in January 2013, and the first 10 libraries were selected in April. Among the criteria to apply are a willingness of recipient libraries to "pay it forward" by sharing what they learn with others in their states through presentations at local conferences, articles written for the state library association journal, and a willingness to answer questions and support other advocacy campaigns via digital media and Skype.

As part of the program, a Citizens-Save-Libraries Power Guide (http://www.ala.org/united/powerguide), available to all, lays out a step-by-step blueprint for libraries to follow in generating their own campaigns.

Grant Requirements:
  • Demonstrated need for help with a library advocacy campaign.
  • Minimum of five volunteers committed to working on a leadership team for a campaign. Each member understands that this commitment may require at least weekly meetings for up to 90 days.
  • Leadership team available for two days of on-site, in-person training (approximately 4-5 hours each day) between June 1, 2013 and May 1, 2014 (between June 1, 2014 and May 1, 2015 for Cycle 2 grants).
  • One member of the leadership team willing to become a local "mentor" for other libraries in the state and/or region. Mentor may be invited to participate in a one-time live one hour webinar and may also be asked to give an advocacy program at state library conference.
  • Support of the library's Board of Trustees and support of the library director.
For Cycle 2 Grants, Applications materials are due April 15, 2014. Grantees will be notified of their award by May 15, 2014 and On-site trainings will be held June 1, 2014 to May 1, 2015.
