1. FINAL 2012 WISCONSIN PUBLIC LIBRARY SERVICE DATA NOW ONLINE

Final 2012 Wisconsin Public Library Service Data is now available at http://pld.dpi.wi.gov/pld_dm-lib-stat. Library directors are asked to review their library's data and report any corrections to libraryreport@dpi.wi.gov. Final 2012 data has been accepted by IMLS.

Wisconsin Public Library Service Trends 1990-2012 is also online at http://pld.dpi.wi.gov/sites/default/files/imce/pld/pdf/wiplservicetrends.pdf. This is a line chart of statewide totals for total circulation, library visits, interlibrary loans, state population, reference transactions, and program attendance.
  • Libraries and library systems can use the LibPAS online reporting tool to produce their own data comparisons:
  • Log in to Counting Opinions at https://wi.countingopinions.com with the director's username and password. (The login page has a password reminder link.)
  • At the bottom of the main page, click the light blue Library Reports button.
  • In the Manage Reports window, the Local > Report Templates tab has predefined summary reports of data in a 10% range of the library.
  • In the Manage Reports window, the WI > Documents tab has a Library Brochure 2012 link that merges the library's data into a Word document which can be edited as needed by the library.

2. DPI FILES COMMENTS ON E-RATE REFORMS

As referenced in the August 22, 2013, issue of Channel Weekly, the Federal Communication Commission (FCC) is undertaking the most comprehensive reform of the E-rate program since its inception in 1997. As part of this process, the FCC requested public comments on program reforms and the Wisconsin Department of Public Instructed (DPI) submitted its comments earlier this week. Below is a summary of the department's major points.

The DPI:
  • Strongly supports all three goals that the FCC has proposed for the E-rate program. These include:
    • Ensuring that our schools and libraries have affordable access to sufficient broadband
    • Maximizing the cost-effectiveness of E-rate funds
    • Streamlining administration of the E-rate program
  • Especially endorses goal #1 which acknowledges the critical role the E-rate has to ensure our schools and libraries have access to adequate and affordable broadband connectivity. To accomplish this DPI believes the program must be adequately funded.
  • Supports the FCC setting broadband speed and cost guidelines, but not mandates.
  • When it is cost effective to do so, supports the use of E-rate funds for dark fiber and supports allowing schools and libraries to own their broadband (WAN) circuits.
  • Supports the phase-out of some currently eligible services, but emphasizes that doing so will not solve the need for more funding.
  • Supports many of the proposals in goals two and three including: More equitable Priority 2 funding, streamlining consortium applications and applications requesting minimal funding, more rigorous enforcement of the "Lowest Corresponding Price" rule, and direct payment of E-rate funds to applicants.

3. JobCenter of Wisconsin Schedules Public Library Staff WEBINARS ON Unemployment Insurance CHANGES

In last week's issue of the Channel Weekly (http://channel.dpi.wi.gov/chn_chwk1602), an article entitled "WORKFORCE DEVELOPMENT TAKES ADDITIONAL STEPS…" explained that the additional steps for unemployment insurance (UI) apply only to new UI claimants filing initial claims on or after October 13, 2013, and who meet the legal requirement that they register to seek work. The Department of Workforce Development (DWD) is reaching out to community agencies, local libraries, and other locations where members of the public, including UI claimants, frequently access the Internet since they may seek to use those resources to complete registration requirements.

The article referenced the webinar training for public library staff to take place in October. The two sessions to orient public library staff on the newrequirements for UI claimants are now scheduled.The format and content for both webinar dates will be the same but instructions to link to the individual webinars are specific to each date and not interchangeable.

4. ANNOUNCING BADGERBRUNCH

This fall BadgerLink is providing training on its new website through BadgerBrunch, a four-part, weekly webinar training series. The sessions will begin at 10:00 a.m. on Thursdays starting on September 26, and will last 30-45 minutes. Topics for the sessions include the new BadgerLink website (September 26), BadgerLink access and authentication (October 3), Access NewspaperARCHIVE (October 10), the BadgerLink Research Guides (October 17), and TeachingBooks.net Text Complexity (October 24).

All sessions are open to anyone who wants to learn; students, teachers, librarians, and members of the public are welcome to attend! There is no registration required. To join the session, go to http://www.badgerlink.net/bulletin#24 to get the URL.

5. NEW SUPER-SIZED "START TO FINISH" PROGRAMS AT WLA CONFERENCE

The theme for the 2013 Wisconsin Library Association (WLA) Conference in Green Bay is "Play, Create, Innovate." In keeping with that theme, the conference has created innovative new extended length program slots for Friday, October 25 (the full conference runs October 22-25). The new "Start to Finish" sessions are:
"Designing a Successful Digital Project," in which Emily Pfotenhauer, the Recollection Wisconsin (http://recollectionwisconsin.org/) Program Manager and Sarah Grimm, Electronic Records Archivist at the Wisconsin Historical Society, help participants examine the key elements of planning a successful, sustainable digitization project. Participants will come away with a draft digitization plan they can use to start sharing historic photographs or other archival materials online.

"Games and Gaming in the Library," conducted by Hans Kishel, of UW-Eau Claire's McIntyre Library, offers library professionals a chance to get hands-on experience with board game collections such as Pandemic, High Frontier, or Dominant Species to learn how different library patrons can use games for learning. This program will enable conference goers to return to their libraries ready to take the plunge into creating or expanding their library board game collections.

The "Mini High Speed Broadband Bootcamp" is a unique opportunity for library professionals to experience a condensed version of the 2-day Broadband Bootcamps that the UW-Extension Center for Community Technology Solutions (http://broadband.uwex.edu/) has conducted this year. Director Maria Alvarez Stroud and Jill Hietpas of the Center for Community Technology Solutions, along with Gus Falkenberg, Library Services Consultant for the Indianhead Federated Library System, and Erin Gitchell of the Menomonie Public Library, will help participants explore how to make crucial connections and collaborate on broadband activities in your libraries. They'll offer options for putting the best, most cost-effective infrastructure in place, setting priorities within a limited budget, and forging relationships within the community. Specific technology applications and best practices will be highlighted with lots of hands on and group activities to demonstrate some of the ways technology is being used to inform, educate and engage.

In "Planning a Capital Campaign?" Boris Frank, President, Boris Frank Associates, will conduct a seminar delving into best practices in conducting a library capital fund drive, including topics such as turning vision into reality; long range and strategic planning; roles of the Library Board, Friends of the Library and the Library Foundation, and the architect in the campaign; referendum campaign plan and strategy; corporate and foundation giving; and donor recognition.

"We Buy Ugly Houses Data," is a workshop on sprucing up how library data is presented, and will be conducted by Kathryn Misna, Coordinator of Circulation for Milwaukee Public Library, Steve Heser, Library Systems Administrator, Milwaukee County Federated Library System, and Gerri Moeller, Library Automation Manager, Outagamie Waupaca Library System. The encourage participants to bring along the data, charts, and graphs that they present to others. They will then show some of the things they've done with their, as well as off suggestions to participants and provide ideas for making data more visually impactful.

Provided by the Wisconsin Hospital Association, this document provides detailed information about each hospital in Wisconsin, including general medical-surgical, long-term acute-care, psychiatric, alcohol and other drug abuse, rehabilitation, and state hospitals.

OurDocuments.gov -- http://www.ourdocuments.gov/ -- A cooperative effort between the National Archives and Records Administration, National History Day, and USA Freedom Corps, the Our Documents initiative site features links and information about 100 milestone documents chronicling United States history from 1776 to 1965, compiled by the National Archives and Records Administration.
