1. STATE SUPERINTENDENT ISSUES EDITORIAL FOR NATIONAL LIBRARY WEEK

State Superintendent Tony Evers issued an editorial in honor of next week’s observance of National Library Week. He notes that the theme this year, “Communities Matter at Your Library,” rings especially true because libraries of all types support lifelong learning and reinforce the common good, now and into the future. He has also proclaimed April 14-20, 2013, to be National Library Week in Wisconsin.

EDGE Initiative Update: Preparing for Launch (10:30 - 11:45 a.m.)

Edge will help libraries evaluate public access technology services and advance digital inclusion in their communities. The Edge Initiative will provide tools and resources library leaders can use to engage staff and local government officials in understanding where the library stands in relation to its peers, highlight how public access technology helps achieve community goals, and identify new ways of conducting business through best practices. In preparation for a 2013 launch, Edge Program Manager Jake Cowan will provide a progress update on the Edge Initiative. Learn how the Edge team used feedback from the library field to strengthen and improve the Edge benchmarks, when and how the Initiative will be rolled out to the field and how to get involved.


3. ANNOUNCING THE WISCONSIN YOUTH SERVICES DEVELOPMENT INSTITUTE

The Wisconsin Department of Public Instruction’s Division for Libraries and Technology announces the Wisconsin Youth Services Development Institute, to be held Sunday, September 8 through Wednesday, September 11, 2013, at the Heartwood Conference Center in Trego, Wisconsin. The Institute will provide professional development and networking for librarians who serve babies, children, and teens in smaller public libraries. The Institute will target librarians who have no graduate degree in librarianship and/or work in rural library communities. There is no fee for Institute participants; the costs are covered through a Library Services and Technology Act (LSTA) grant from the Institute for Museum and Library Services (IMLS), administered by the Public Library Development Team at the Wisconsin Department of Public Instruction (DPI).

4. LIBRARY COPYRIGHT ALLIANCE ISSUE PAPER ON “RIGHT OF FIRST SALE”

In “The Impact of the Supreme Court's Decision in Kirtsaeng v. Wiley on Libraries” (pdf), Jonathan Band explains the recent landmark copyright decision on the scope of the "first sale" doctrine, its context, and its likely consequences for libraries in the US.

He asserts that the Supreme Court's opinion is a landmark victory that strengthens the legal foundation of library lending, and the Court's extensive reliance on the Library Copyright Alliance's amicus brief shows the importance of library engagement in policy debates. However, he goes on to explain that publishers and other rights holders disappointed with the Court's majority opinion could go to Congress for a change to the law.

Jonathan Band is counsel to the Library Copyright Alliance, whose members are the American Library Association, the Association of College and Research Libraries, and the Association of Research Libraries. 5. FREE WEBINAR ON FINDING GOOD HEALTH INFORMATION ONLINE

TechSoup for Libraries is hosting a free webinar on Wednesday, April 17, at 1 p.m. CDST. The one-hour webinar is designed to help libraries guide people to quality online medical information. The presenter, Dana Abbey, is the Health Information Literacy Coordinator for the National Network of Libraries of Medicine. She will overview MedlinePlus, a free online resource produced by the National Library of Medicine, which provides information about diseases, conditions, and wellness issues. She will also share tips and techniques to help libraries provide health information assistance to patrons.

The webinar is part of a series of webinars exploring the Edge Initiative Benchmarks, specifically Benchmark 3, which states: The library supports use of public technology for health and wellness purposes.
