1. STATE SUPERINTENDENT APPROVES LSTA GRANT AWARDS FOR 2013
State Superintendent Tony Evers has approved Library Services and Technology Act (LSTA) program grants totaling approximately $2,096,280 million for 2013. The Institute of Museum and Library Services (IMLS) recently awarded $1,420,419 LSTA funds as part of the Grants to States program. The Official Award Notification amount is about half of the 2012 total, representing funds available under a continuing resolution. The IMLS does not have inside knowledge of federal budget negotiations to avoid the sequestration. In past years remaining funds were awarded after resolution of the federal budget; however, the staff in the Department of Public Instruction's Division for Libraries and Technology do not know whether to expect more funding this year, or when the decision will be made.
Decisions needed to be made so that a maximum number of approved grants could be awarded to allow adequate time for grant completion and results. Available income includes the IMLS award and carryover funds; however, the total falls short of the total for the base LSTA budget obligations by nearly $773,000. The implementation of four digitization projects was deferred until 2014. The following internal DPI projects were also deferred until additional funds (if any) are awarded by IMLS: filling two vacancies (including a Technology Consultant position), obtaining Learning Express licensing beyond June 2013, and the school library e-content project (which may need to be delayed until 2014). There is also a reduction in funding for the Youth Services Institute, Communications and Planning, online continuing education for library staff statewide, and reduced LSTA Administration funding.
The Wisconsin LSTA Advisory Committee met in Madison November 7, 2012, to review the grant applications and make recommendations to the state superintendent on grant awards. Grant award letters were sent out the third week of February.
Below is a summary of currently funded LSTA grant programs:
Accessibility - $ 70,242 were awarded to five institutions to assist their member libraries and branches with purchasing and installing the technology and other adaptive equipment needed to increase accessibility for people of all ages who have mobility, vision, and/or hearing disabilities, and to provide member librarians with the training to use the equipment effectively.
Delivery - $90,000 has been awarded to help support the statewide delivery service backbone structure and to support delivery service to the libraries in the very northern part of the state.
Digital Creation Technologies - Approximately $16,100 was awarded to support one project to develop and improve library resources and services that promote digital creativity and learning for all ages.
E-Content Licensing- The purpose of this category is to support and encourage expanded e-content to be made available to libraries and individuals statewide. $100,000 in this category will be used as a match to support expanded statewide cooperative purchasing through WiLS (Wisconsin Interlibrary Services) of e-books and other e-content. This is half of the requested amount.
Library System Technology Projects - $200,000 has been awarded to 17 public library systems on a formula basis for technology projects based on the needs of the systems and member libraries. This is 57% of the requested amount. The formula takes into account system area and population.
Literacy - $52,006 was awarded to four agencies to promote and demonstrate the role of public libraries in improving literacy, reading and computer skills for people having difficulty using libraries because of their educational, cultural, or socioeconomic background.

2. WEBSITE OF INFORMATION AND RESOURCES FOR THE EVERYONEON PROJECT
Department of Public Instruction (DPI) staff have compiled information and resources on the EveryoneOn project, an ad campaign to be launched nationally on March 21, 2013. The project, in conjunction with Connect2Compete, is designed to increase awareness of training resources available through public libraries and other community organizations. The compiled resources are available at http://pld.dpi.wi.gov/pld_c2c-everyoneon and include an overview of the project, a recording of the February 21 webinar, as well as a description of the process libraries should take to include information about the digital training resources their library offers. Libraries are encouraged to update their library listings even if they do not offer classes, so that the public is aware of the availability of public access computer stations and free Wi-Fi. Updates and new resources will be added to the DPI project information page as they become available.

4. ALA SEEKS CANDIDATES FOR 2013 GOOGLE POLICY FELLOWSHIP
For the sixth year, the American Library Association (ALA) will participate in the Google Policy Fellows program. ALA's Office of Information Technology Policy (OITP) began its participation at the program's founding in 2008.
For the summer of 2013, the selected fellow will spend 10 weeks in residence at the ALA Washington Office to learn about national policy and complete a major project. Google provides the $7,500 stipend for the summer, but the work agenda is under the full control of ALA and the fellow. The Google Washington office provides an educational program for all of the fellows, such as lunchtime talks and interactions with Google Washington staff. Derek Attig of the University of Illinois at Urbana-Champaign served as ALA's 2012 fellow.
