1. TWO BILLS AFFECTING LIBRARIES SIGNED INTO LAW

On March 26, 2012, Governor Walker signed 2011 Senate Bill 348 as Wisconsin Act 158, which includes a number of items suggested as remedial legislation by the Department of Public Instruction. Several changes amend Chapter 43 of the Wisconsin Statutes and may be of interest to libraries. The bill officially changes the name of the Division for Libraries, Technology and Community Learning to the Division for Libraries and Technology, and changes the name of the Reference and Loan Library to the Resources for Libraries and Lifelong Learning Service. The bill also corrects a discrepancy in library system membership eligibility for "same services" provision. On March 28, 2012, the Governor signed 2011 Assembly Bill 224 as Wisconsin Act 163. The bill extends 2006 legislation that allowed public library boards to transfer gifts and donations to eligible not-for-profit organizations under certain circumstances, to include community foundations. 2. REGISTRATION FOR MAY 12 EDCAMPMKE FILLING UP FAST

EdCamp, a free, one-day "unconference," is set to land in Milwaukee and provide a day of learning for and with educators, administrators, students, and librarian colleagues from the Milwaukee area and beyond. Topics covered at edCampMKE could range from classroom technology integration to brain research and others.

"Participants are encouraged to come with an idea for a session to lead or anticipation for a full day of learning," according to Chad Kafka, Teacher/Tech Coach for Franklin Public Schools and one of the edCampMKE organizers. "The day focuses on education so discussions around a teaching philosophy, sharing a tech tool, or talking pedagogy are all game!"

Other edCampMKE organizers are Tammy Lind (South Milwaukee [WI] School District) and Chris Reuter (Franklin [WI] School District).

A session could potentially explore anything related to education. A session might explore a technology tool, a discussion about best practices or a collaborative presentation with multiple facilitators.

"The concept of educators learning from other educators is a powerful means of professional learning and the edCamp format is a great way to expand and strengthen one's own personal learning network," stated Kurt J. Kiefer, Assistant State Superintendent for the Division for Libraries and Technology at the Department of Public Instruction (DPI). "DPI is committed to supporting this type of professional learning."

EdCamp MKE is scheduled for Saturday May, 12, from 8 a.m. to 3:30 p.m. at South Milwaukee High School, 801 15th Avenue, South Milwaukee, WI 53172. The edCamp model is envisioned as free. The first session of the day will be where all attendees can share and/or listen to ideas for the rest of the sessions to be offered that day. 3. VIEW THE BRAND NEW WISCONSIN YOUTH SERVICES SHOWCASE

The Wisconsin Youth Services Showcase, http://pld.dpi.wi.gov/pld_showcase, is a website developed and hosted by the Public Library Development Team at the Department of Public Instruction. The Showcase is designed to highlight the ordinary and extraordinary endeavors of Wisconsin youth services librarians and serves as a positive springboard for identifying and connecting with library peers across the state. 4. DEADLINE EXTENDED FOR LIBRARY ADMINISTRATION CONSULTANT APPLICATIONS

The Wisconsin Department of Public Instruction has extended the deadline for applications for the Public Library Administration Consultant position from March 28, 2012 to April 9, 2012.

The Public Library Administration Consultant is a full time position working independently within the Public Library Development Team in the Division for Libraries and Technology to provide statewide leadership and consultation to librarians, library system staff, trustees, and government officials on public library and library system administration, organization, and governance.

Required knowledge and skills include knowledge of public library administration techniques and practices; public library and public library system organization and operation; public library funding and how public library boards of trustees operate and the issues involved in library board/staff relationships; personnel principles, techniques, and practices in libraries; planning and evaluation techniques and practices; small group dynamics; and of the impact of technology on public library services and its use in the storage and distribution of information as well as in training. Starting salary will be between $27.181 and $38.317 per hour (approximately $56,753 to $80,006 per year) depending on qualifications.

5. DPI RECRUITING FOR IS BUSINESS AUTOMATION SENIOR

The Department of Public Instruction is currently recruiting to fill an IS Business Automation Senior position on the Resources for Libraries and Lifelong Learning (RL&LL) Team. This position is responsible for oversight of the BadgerLink technical infrastructure and coordination of all BadgerLink services. Required knowledge and skills include but are not limited to knowledge of Internet structure and protocols; commercial World Wide Web browser software; and HTML, ASP, Cascading Style Sheets, scripting language(s), SQL, Web administration techniques and other Web programming tools such as Drupal and LAMP (Linux, Apache, MySql, PHP). 6. PLA'S DATA SURVEY SUBMISSION DATE EXTENDED

Public libraries interested in submitting data to the Public Library Data Service (PLDS) Statistical Report, an annual publication from the Public Library Association (PLA) may still participate, since the extended deadline to submit library information is April 16, 2012. Participation is entirely voluntary.

All public libraries in the U.S. and Canada have been invited to visit the PLDS survey website, http://pla.countingopinions.com/ and use the library's individual PLDS ID number and password. Note: the PLDS survey uses an ID number and login distinct from the Wisconsin Public Library Annual Report. The ID and password can be requested from the link above.

Published annually since 1988, the PLDS Statistical Report presents topical data to assist public library administrators in making management decisions. Data areas include financials, resources and per capita, annual use and technology. The PLDS Statistical Report is compiled from voluntary surveys submitted by public libraries across the U.S. and Canada.


7. ALA'S NATIONAL LIBRARY WEEK THEME: YOU BELONG @ YOUR LIBRARY

From snapshot days to visual poetry events, libraries are gearing up and reminding people across the country and in their communities that during National Library Week and throughout the year the place you belong is at your library. A number of libraries are using the "You belong @ your library" theme sponsored by the American Library Association.

Librarians still looking for ways to promote National Library Week are encouraged to check out the free resources on the National Library Week website at http://www.ala.org/conferencesevents/celebrationweeks/natlibraryweek. Resources include two audio, print, Web and video public service announcements featuring author, TV host and Honorary Chair of National Library Week, Brad Meltzer. 9. COLAND PRESENTATIONS ON 21ST CENTURY LITERACY

Twenty first century literacy was identified at the 2008 Library Strategic Visioning Summit as one of the issues of significant importance to the future of Wisconsin libraries. Since that time, one focus of activities for the Council on Libraries and Network Development (COLAND) has been to explore issues associated with health literacy, financial literacy, adult reading literacy, and student literacy. Materials from the four presentations to COLAND surrounding these types of literacies, as well as a document summarizing the presentations, have been posted to the COLAND website at http://dpi.wi.gov/coland under the heading "Literacy Presentations."
