1. DPI NAMES NEW LIBRARY DEVELOPMENT DIRECTOR

The Department of Public Instruction (DPI) announces the appointment of John DeBacher as the new Director of the Library Development Team in the Division for Libraries, Technology, and Community Learning (DLTCL). John will begin his new role effective January 15, replacing Mike Cross who retired in September. For the past seven years John has served as the Public Library Administration Consultant for DPI, providing significant support to libraries and library systems across the state on many different and complex regulatory, fiscal, and programming matters. Since early 2009 he has also served as the data collection liaison for various state and federal collections and surveys.

Prior to joining DPI, John was a public library director for fifteen years, including ten years as the director of the Monona Public Library where he led a successful library expansion project and made technology an integral component of the library program. John also served as a librarian in the Chicago Public Library system, as an editorial assistant with the University of Chicago's Center for Children's Books, and he has private sector experience in the publishing and software industries. John's wide array of experiences and strong leadership skills have been and will continue to be an asset to the entire Wisconsin library community as it continues to adjust to rapidly changing work and learning environments.


2. WISCONSIN TO PARTICIPATE IN NATIONAL DIGITAL LEARNING DAY

State Superintendent Tony Evers has announced that Wisconsin will participate in the national Digital Learning Day (DLD) event being sponsored by the Alliance for Excellent Education (http://www.digitallearningday.org) on February 1, 2012. The Young Adult Library Services Association (YALSA), a division of the American Library Association (ALA), is also a key partner on the national digital learning day effort (http://ala.org/ala/newspresscenter/news/pr.cfm?id=8418). Also on February 1, in conjunction with the event, the state superintendent will officially roll out the statewide digital learning strategic plan being drafted by the State Superintendent's Digital Learning Advisory Council (https://sites.google.com/site/widigitallearning/).

To make Wisconsin's participation in DLD a successful effort, we are interested in having the assistance of persons passionate about this topic. This may be you or any of your colleagues, trustees, patrons, or members of the community.

Examples of ways that you might help are:
  1. Organize a local "Digital Learning Day" Event in your library culminating on February 1st highlighting examples of how digital tools are being used in your library.
  2. Help in creating a "Toolkit for Libraries" to organize their own Digital Learning Days mentioned above; a national toolkit can be found at http://www.digitallearningday.org/toolkits and we can "Wisconsinize."
  3. Help with developing and contributing to a Wisconsin Digital Learning Day Blog leading up to February 1.
  4. Organizing and participating in a social media strategy including Tweeting and Facebook posting about the Wisconsin Digital Learning Day.
  5. Help with publicity, outreach and media planning.
  6. Other ideas?

3. LSTA FUNDING SLATED FOR 2.3% CUT

The American Library Association's District Dispatch reports that President Obama is expected to sign the omnibus budget bill. The fiscal year 2012 appropriation includes many library programs including Library Services and Technology Act (LSTA).

From ALA's District Dispatch:
"After Congress zeroed out funding to Improving Literacy Through School Libraries for FY 2011, both the Senate and House recognized in FY 2012 that they cut the primary source of federal funding to school libraries. In the new federal budget, congress appropriated $28.6 million for literacy. A minimum of half, or $14.3 million must go to low income school libraries while the rest of the money will go to national not-for-profits that work for childhood literacy.

"This budget appropriates money for the Institutes of Museum and Library Services (IMLS) which includes $185 million for LSTA funding. This is a 2.3 percent cut from the FY '11 amount of $189 million. Under LSTA; Grants to States was appropriated at $156.6 million, Native American Library Services was funded at $3.8 million, National Leadership for Libraries was funded at $11.9 million, and the Laura Bush 21st Century Librarian was received $12.5 million in FY '12."

The Grants to States program reduction of 2.3% follows the 2011 cut of more than 7% from the FY 2010 appropriation. The Division for Libraries, Technology, and Community Learning (DLTCL) is now awaiting formal acknowledgement from the IMLS on the anticipated Wisconsin appropriation amount. NOTE: DPI cannot award any 2012 local grants until the LSTA funds have been formally awarded to the states. However, the 2012 Federal budget appears to be on track toward resolution much sooner than this past year, when final LSTA awards could not be made until the second quarter. The DLTCL hopes that the 2012 LSTA grant award notifications can be released by late January or early February.

5. PLA CONFERENCE SCHOLARSHIP FOR SMALL/RURAL LIBRARIANS

Gale-Cengage Learning, in conjunction with WebJunction, is offering two scholarships covering all expenses to attend the Public Library Association's upcoming conference, March 13-17 in Philadelphia, PA.

Gale and WebJunction are looking for two candidates who can wow the judges with a brief essay (no more than 500 words) on one of two topics below by January 13, 2012. Please provide real life examples when answering one of these two questions:

"How will attending PLA 2012 help me or my library bridge the digital divide for our patrons?"
or
"How will attending PLA 2012 help me increase innovative or unique advocacy efforts to demonstrate value in my community?"
