1. LIBRARY ITEMS IN GOVERNOR'S PROPOSED BUDGET

On March 1, Governor Scott Walker released his proposed budget for the 2011-2013 biennium. Proposed library system aid for 2012 and 2013 is $15,013,100 for each year. This represents a decrease of 10% for 2012 and flat funding for 2013.

The budget also includes proposed first year funding decreases of 10% for BadgerLink/NewsLine for the Blind and the statewide contracts and flat funding for the second year of the biennium. Funding is proposed at $2,304,000 for each year of the biennium for BadgerLink/NewsLine for the Blind.

The four statewide service contracts are with the Wisconsin Talking Book and Braille Library, Wisconsin Library Services (WiLS), Milwaukee Public Library, and the Cooperative Children's Book Center. Total funding for the four statewide contracts is proposed at $1,052,800 for each year of the biennium.

The budget bill also proposes to eliminate the maintenance of effort requirement for counties and libraries to be members of a public library system.

The budget bill will now be considered by the legislature's Joint Finance Committee followed by the full legislature.


2. TECHNOLOGY COMMITTEE TO CLOSE; LIBRARY DIVISION TO CONTINUE SEEKING TECHNOLOGY INPUT AND ADVICE

The Department of Public Instruction has decided to bring to a close the Library Information Technology Advisory Committee (LITAC). Established in 2000, the primary purpose of LITAC was to advise the state superintendent and the department's Division for Libraries, Technology, and Community Learning on library technology issues and division technology programs and initiatives. It is important to stress that the division will continue with this purpose. But going forward we will rely on creating smaller committees or task forces more focused on a specific technology issue and the division's technology programs, initiatives and priorities. This re-direction will give us greater flexibility to meet the challenges and opportunities that technology presents. One of the first examples of this approach is the task force the division created in January to work on the May 4 statewide E-book summit. More focused groups like this will be created when needed, and then phased out when their purpose has been met.

4. NEW REPORT SHOWS BENEFITS TO LIBRARIES OF STATE RESEARCH AND EDUCATION NETWORKS

A report was released last week that highlighted the benefits to libraries of getting Internet connectivity via their state research and education (R&E) network. Currently, there are 38 state R&E networks and 22 of these serve at least some of the libraries in their respective states. WiscNet is the R&E network in Wisconsin and 95% of the state's public libraries are connected to WiscNet -- one of the highest percentages of any state R&E network. The report, titled Connections, Capacity, Community, was funded by the Bill & Melinda Gates Foundation and is available at http://www.tmng.com/knowledge-center/research-reports/research-and-education-networks-and-public-libraries. Bob Bocher, Technology Consultant on the Public Library Development Team, served on the report's advisory committee.


5. STORY CONTEST FOR NATIONAL LIBRARY WEEK

The Campaign for America's Libraries is looking for stories about how librarians are planning to promote National Library Week (April 10-16) using the theme "Create your own story @ your library."

Librarians are encouraged to submit stories of how they are planning to promote National Library Week, including "Create your own story"-themed activities and events. Stories can be submitted to atyourlibrary@ala.org or posted to the National Library Week community in ALA (American Library Association) Connect at http://connect.ala.org/node/85425 .

One library story will be selected at random to win a $100 gift certificate to ALA Graphics. To be eligible stories must be submitted by Monday, March 21.


6. WEBSITE OF THE WEEK

Earth Science Picture of the Day -- http://epod.usra.edu/ -- A service of the National Atmospheric and Space Administration's Earth Science Division, the EOS Project Science Office (at Goddard Space Flight Center) and the Universities Space Research Association, the Earth Science Picture of the Day (EPOD) collects and archives photos, imagery, graphics, and artwork with short explanatory captions and links exemplifying features within the Earth system.
