1. DPI OFFICES CLOSED ON FEBRUARY 21 FOR FURLOUGH DAY

As part of an effort to close the state's multi-billion dollar budget deficit, all state of Wisconsin agencies were required to develop plans to manage mandated employee furloughs. February 21 was selected as one of the required furlough dates, and all DPI offices including the Division for Libraries, Technology, and Community Learning (DLTCL) will be closed.

Messages received on February 21 will be returned as soon as possible after employees return to work. We appreciate your patience and understanding.


2. KIEFER TO SPEAK AT LIBRARY LEGISLATIVE DAY

Kurt Kiefer, administrator for the Division for Libraries, Technology, and Community Learning, will speak at Library Legislative Day, to be held on February 22, 2011, at the Concourse Hotel in Madison. Library legislative Day is sponsored by the Wisconsin Library Association and the Wisconsin Educational Media & Technology Association and includes informational sessions followed by meetings with legislators. Also scheduled to speak are State Senator Alberta Darling (invited) and State Representative Peter Barca.

3. PRESIDENT'S 2012 BUDGET PROPOSAL REDUCES IMLS FUNDING

President Obama has requested $242.6 million in fiscal year 2012 for the Institute of Museum and Library Services, or approximately $20 million below the funding level for 2011. Like last year, the president also proposed to consolidate the Improving Literacy Through School Libraries program with several other literacy programs. Of the $193.2 million requested for IMLS library programs, 84% ($161.3 million) is distributed to state library agencies. This is slightly over $11 million less than allocations for the current year. IMLS has prepared a table (PDF file) comparing the funding over time.


4. DOA DECLINES BADGERNET FIBER GRANT

The Wisconsin Department of Administration (DOA) has announced that because it could not resolve complex technical issues or meet federal requirements that it is declining the $23 million federal BadgerNet fiber grant. The grant, which was preliminarily approved in early 2010, was to bring fiber optic broadband connectivity to 467 public schools and libraries on the state's BadgerNet network. DOA will likely be able to provide some broadband increases using a school or library's existing (copper) network infrastructure. The DPI will continue to work with DOA and the telecommunication carriers to help our schools and libraries attain the bandwidth that they need. 5. SURVEY BEING CONDUCTED TO INFORM LSTA PLANNING AND BUDGET DECISIONS

An online survey is being conducted on Wisconsin's use of federal LSTA (Library Services and Technology Act) funds. An email invitation was sent earlier this week to selective Wisconsin library community email lists. If you received more than one invitation, please complete the survey only once.

The survey asks for feedback on past, present, and possible future funding areas for LSTA in Wisconsin. The survey takes approximately 15-20 minutes. Survey results will be used to inform LSTA planning and funding decisions, including decisions that would be required in case of funding reductions.

The survey results will also be of value as we conduct our required five-year LSTA evaluation and plan for a new five-year plan.

6. CONSUMER REPORTS ON BADGERLINK

BadgerLink provides access to quality online information resources for Wisconsin residents through a variety of educational vendors. There are over 30 databases and millions of full text journal, newspaper, and magazine articles in addition to full chapters of books, maps, images and indexes. BadgerLink (http://www.badgerlink.net/) is a project of the Wisconsin Department of Public Instruction (DPI), Division for Libraries, Technology, and Community Learning. The project is funded through the Wisconsin Universal Service Fund with partial support provided by the Library Services and Technology Act using funds received from the Institute of Museum and Library Services (IMLS).

BadgerLink users want to research products and services using the well known Consumer Reports materials. Until now, BadgerLink patrons had to do a search for Consumer Reports and the topic. Because of popular demand, BadgerLink now offers a direct link to the Consumer Report content offered through EBSCO. To access this information scroll down and click on "Magazines" and select Consumer reports. You can then click on the year and obtain the content from Consumer Reports Magazine.

The BadgerLink staff strives to provide the best service possible to the people of Wisconsin by providing webinars on how to use BadgerLink, answering technical questions as quickly as possible, and listening to requests and suggestions.
