1. LSTA PROJECTS DELAYED - DLTCL BEGINS PLANNING FOR POSSIBLE LSTA FUNDING CUTS

Congress has not yet made final decisions on 2011 LSTA funding, having approved funding for all federal programs only through March 4, 2011. Early in February, we expect to receive a partial LSTA allocation of less than half of our anticipated 2011 allotment from the Institute of Museums and Library Services (IMLS), with the understanding that our second partial award could be reduced if Congress cuts LSTA funding.

Some in Congress are suggesting significant budget cuts for 2011 programs, so we are planning for the real possibility of reduced funding available for 2011 LSTA projects, including DLTCL programs. Possible budget scenarios are currently being reviewed by DLTCL staff, and we will be soliciting input from the LSTA Advisory Committee and the broader statewide library community as we plan for possible LSTA funding cuts for 2011 and beyond.

One tool we will be using to solicit input is a survey to determine the statewide value of the LSTA funded programs. Watch for more information on this soon. This survey will also be of value as we conduct our required five-year LSTA evaluation and plan for a new five-year plan.

DLTCL is also looking into restructuring staff and DLTCL services in hopes of finding ways to provide services more efficiently and effectively. DLTCL staff and statewide library community input will be sought as we conduct all of these planning processes.


2. PERCEPTIONS OF LIBRARIES, 2010: CONTEXT AND COMMUNITY

OCLC's newest membership report, Perceptions of Libraries, 2010 (http://www.oclc.org/reports/2010perceptions/2010perceptions_all.pdf), a sequel to the 2005 Perceptions of Libraries and Information Resources, is now available. The new report provides updated information and new insights into information consumers and their online habits, preferences, and perceptions. Particular attention was paid to how the current economic downturn has affected the information-seeking behaviors and how those changes are reflected in the use and perception of libraries.

This OCLC membership report explores:
  • Technological and economic shifts since 2005
  • Lifestyle changes Americans have made during the recession, including increased use of the library and other online resources
  • How a negative change to employment status impacts use and perceptions of the library
  • Perceptions of libraries and information resources based on life stage
The report is based on U.S. data from an online survey conducted by Harris Interactive on behalf of OCLC. OCLC analyzed and summarized the results in order to produce this report.


3. PUBLIC LIBRARY DEVELOPMENT TEAM NOW HAS A FACEBOOK PAGE

4. CCBC 2011 CHARLOTTE ZOLOTOW AWARD ANNOUNCED

"Big Red Lollipop" by Rukhsana Khan is the fourteenth annual winner of the Charlotte Zolotow Award for outstanding writing in a picture book. The award is given by the Cooperative Children's Book Center, a library of the School of Education at the University of Wisconsin-Madison, and will be formally presented on March 5, 2011 in Madison, WI.
