1. STATE SUPERINTENDENT ANNOUNCES BUDGET INITIATIVES FOR LIBRARIES
On September 15, State Superintendent Tony Evers presented the Department of Public Instruction's budget request for the next biennium, 2011-13, that includes the following library-related items:
— Public library system funding at the 13% index level of $28,559,600 for 2011-12 and $29,130,800 for 2012-13. This compares to current fiscal year (2010-2011) funding of $16,681,200.
— BadgerLink funding of $2,834,900 for 2011-12 and $2,849,200 for 2012-13. This compares to current fiscal year funding of $2,448,900. The funding increase allows for a pilot project with the Wisconsin Newspaper Association to provide access to Wisconsin newspapers that are not consistently maintained by other vendors. The request also includes $205,500 in both FY12 and FY13 to add the Learning-Express Library to BadgerLink.
— Library service contract funding for the Wisconsin Talking Book and Braille Library, the Milwaukee Public Library, Wisconsin Library Services (WiLS), and the Cooperative Children's Book Center (CCBC) totaling $1,170,500 for 2011-12 and $1,203,400 for 2012-13. This compares to current fiscal year funding of $1,169,800.
— Newsline for the Blind funding of $118,900 for 2011-12 and $123,500 for 2012-13. This compares to current fiscal year funding of $111,100. Newsline for the Blind supports newspapers accessible by telephone for blind and physically handicapped people.
— Requested to continue authority to distribute Common School Funds to school libraries of up to $39,600,000.

The DPI budget request will now be reviewed by the Governor, who will submit a proposed budget to the legislature early in 2011.
2. UPDATE ON THE DOA BADGERNET FIBER GRANT
Last week the BadgerNet Advisory Council met with AT&T and the state Department of Administration (DOA) to get an update on the BadgerNet fiber grant. There are four main activities that continue to occupy the various parties working on the grant. These are: (1) Federal interest in long-term use of the fiber, (2) BadgerNet contract extension, (3) Environmental Assessment, and (4) Finalizing the list of participating schools and libraries and the project's budget. All four of these activities must be resolved before the project can move forward and the approximate target date for such resolution is mid-November. 3. LSTA APPLICATIONS FOR 2011 PROJECTS
Public libraries, public library systems, and other agencies submitted eighty-two (82) applications in twelve (12) different categories for Library Services and Technology Act (LSTA) projects to occur in 2011. The applications requested funds for a variety of projects. Outside reviewers (librarians and other subject experts from around the state) will evaluate the applications submitted in the competitive grant categories over the next few weeks. The projects and grant rankings will be reviewed by the LSTA Advisory Committee at its meeting on November 16-17, 2010. State Superintendent Tony Evers will announce the grant awards by the end of December.
The preliminary dollars budgeted for each grant category, the dollars requested in the applications, and the number of applications received, are below.
The total amounted budgeted for the category projects was $1,135,567; the total requested was $1,155,972.
4. CHANGES TO NEWSPAPER AVAILABILITY ON WNA/DPI ONLINE SITE
The Wisconsin Newspaper Association (WNA) has notified the Department of Public Instruction (DPI) that Gannett has requested that the following newspapers which the company publishes be removed from the WNA/DPI online site. The change was due to an existing contract between Gannett and ProQuest that was in conflict with the services being provided. The following newspapers were removed from the WNA/DPI site as of September 20, 2010:

6. FRIENDS OF LIBRARIES WEEK, OCTOBER 17-23, 2010
The Association of Library Trustees, Advocates, Friends and Foundations (ALTAFF) is coordinating the fifth annual National Friends of Libraries Week, October 17-23, 2010. The celebration offers a two-fold opportunity to celebrate. Friends groups can use the time to creatively promote their group in the community, to raise awareness, and to promote membership. The celebration also offers an excellent opportunity for the library staff and Board of Trustees to recognize the Friends for their help and support of the library.
"I encourage the whole nation to celebrate Friends of Libraries and the work they do. I'm convinced that the libraries are so much richer for the enthusiasm and expertise that the Friends bring to the Library," said ALTAFF Executive Director Sally Gardner Reed. "I hope that libraries across the country will use this week to honor their best supporters - the Friends of their Library - and use this opportunity to promote and expand their membership in this valuable organization."
In a 2006 survey of members, 754 respondents reported raising more than $11 million dollars to support libraries with an average annual donation of more than $50,000. Eighty percent of respondents indicated they support their library through advocacy efforts with primary focus on local or municipal government and the general public. Friends also support their library by coordinating programs, volunteering in the library, promoting the library in the community, and advocating for libraries on the state and national level.
Friends groups, library Trustees, and library staff can access a variety of online resources to help them celebrate National Friends of Libraries Week. 7. BANNED BOOKS WEEK: CELEBRATING THE FREEDOM TO READ
Banned Books Week 2010 will be held during the week of September 25 to October 2. This annual event celebrates the freedom to read and the importance of the First Amendment. Held during the last week of September, Banned Books Week highlights the benefits of free and open access to information while drawing attention to the impact of censorship by spotlighting actual or attempted bannings of books across the United States.
