1. REMINDER: LSTA GRANT APPLICATION DEADLINE IS SEPTEMBER 10

This is a reminder that the 2011 LSTA grant applications and signatures are due by September 10, 2010. The LSTA website (http://pld.dpi.wi.gov/pld_lsta) contains a link to the 2011 LSTA grant application form. The form is web-based and a copy of the completed application can be printed for your records. Email Terrie Howe (Teresa.howe@dpi.wi.gov OR call 608-266-2413) if you have questions.


2. SCHEDULE A "TYPICAL WEEK" TALLY FOR OCTOBER

There are several questions in the Library Services section of the public library annual report that require the public library to either tally counts throughout the year, or, if that is not feasible, to collect data for a "typical week." If your library does not routinely count each patron coming into the library (visits), each reference question, or each patron using a computer, then the library must conduct a tally during a typical week in October each year.

The questions on the annual report that might be answered with data collected during "typical week" counts are all included in Section III of the annual report, under "Library Services":
  • Reference Transactions,
  • Library Visits (patron count), and
  • Number of Users of Public Internet Computers
Libraries may use electronic or mechanical means of collecting the data throughout the year, such as infra-red door counters, or software to manage public access to Internet workstations. But if the library does not count use throughout the year, then the library should schedule at least one week in October to collect appropriate data (for comparative purposes, the national guidelines dictate that the one week survey should be done in October).

Under no circumstances may the library estimate the numbers to be reported, or report the number submitted in prior years. For instance, libraries should not adjust their previous year's count for reference based on circulation changes, or as a ratio of their door count numbers, or other criteria. 3. UPDATED COMPLIANCE OUTLINES ON OPEN MEETINGS LAW AND PUBLIC RECORDS LAW AVAILABLE

The Wisconsin Department of Justice has posted the updated (2010 version) of the Open Meetings Compliance Guide and the Public Records Compliance Outline on the Wisconsin Department of Justice's website.

Attorney General J.B. Van Hollen will be hosting free seminars across the State of Wisconsin to promote public awareness of and compliance with the state's open meetings and public records law. At each seminar, Attorney General Van Hollen will be accompanied by assistant attorneys general who are experts in Wisconsin's open meetings and public records laws.

Seminars will be held in Madison (September 20th), Milwaukee (September 27th) and Wausau (October 5th). The seminars are each scheduled for three hours. In addition, a statewide videoconference seminar will take place with viewing sites in Green Bay, La Crosse, Rice Lake and Racine on October 12, 2010.

Each seminar is free and open to the public, though advance registration is required due to limited seating. Individuals are invited to register at the Wisconsin Department of Justice website (http://www.doj.state.wi.us/) beginning September 1st. Registrants should provide their name, title, organization or agency, and identify the seminar they wish to attend.


4. BROADBAND MAP AVAILABLE AND SURVEY BEING CONDUCTED

As reported in the September 3, 2009, issue of Channel Weekly, the American Recovery and Reinvestment Act (ARRA) includes $300 million for states to develop maps of broadband availability. In Wisconsin the Public Service Commission (PSC) has contracted with LinkAMERICA (http://www.linkamericaalliance.com) to produce the map and a beta version is now available at http://www.link.wisconsin.gov/lwi/maps.aspx. This site also has tips on how to navigate the map, an FAQ, and other information.

In addition to the broadband mapping, LinkAMERICA is now conducting a consumer survey to better understand specific broadband availability, needs, uses and barriers to adoption. DPI encourages libraries to make their patrons aware of the survey, which is at http://www.link.wisconsin.gov/lwi/default.aspx?page=27. The survey will close in early October.

5. SEPTEMBER IS LIBRARY CARD SIGN-UP MONTH
Academic success has never been more affordable - in fact it's free. Parents can help open the door to lifelong learning for their children by signing them up for the smartest card of all - a library card.
Launched in 1987 and organized by the American Library Association's Campaign for America's Libraries, Library Card Sign-up Month is a time when public and school libraries across the country join together to remind parents that a library card is the most important school supply of all.
Libraries looking for materials to help promote Library Card Sign-up Month locally can download print and audio PSAs featuring NBA star and Library Card Sign-up Month Honorary Chair Dwyane Wade. For information and to download PSAs visit http://www.ala.org/librarycardsignup.

Great American Health Check -- http://www.cancer.org/healthcheck -- "This new online tool by experts at the American Cancer Society, is aimed at increasing awareness about the importance of early cancer detection and to encourage people to get tested. The Great American Health Check is an easy-to-use, confidential online health assessment tool. It asks users questions about gender, age, height, weight, family history of cancer, dietary habits, physical activity levels, and alcohol and tobacco use."
