1. FIRST 2010 E-RATE FUNDING ANNOUNCED; FCC TO REVIEW E-RATE PROGRAM

On May 26, 2010, the first 2010 E-rate funding commitments were announced. With this first commitment, over 18,000 schools and libraries nationwide will receive $429 million to help pay their Internet access and telecommunication costs. For Wisconsin, $8.42 million is being committed to 250 schools and libraries in the state. More funding commitments will be announced over the next several months.

On May 20, the Federal Communications Commission released a rulemaking notice seeking comments on various changes to the E-rate program. Proposed changes include a streamlined application process, giving schools and libraries more flexibility in developing their technology plans, and allowing broadband to be provided by entities other than traditional telecommunication companies. The FCC's notice cites the Wisconsin Department of Public Instruction (DPI) several times in reference to previous comments and recommendations submitted by the department. The DPI will be submitting comments to the FCC in late June.

2. FRIENDS OF FITCHBURG PUBLIC LIBRARY RECOGNIZED WITH ALTAFF'S BEST FRIENDS AWARDS

The Association of Library Trustees, Advocates, Friends and Foundations (ALTAFF), a division of the American Library Association (ALA), has recognized 14 Friends of the Library groups with Best Friends Awards, including the Friends of the soon-to-be built Fitchburg Public Library.

ALTAFF's Best Friends Awards are given to Friends groups for outstanding publicity and marketing materials that promote the group and its programs and projects. The awards do not evaluate the type or scope of Friends programs; rather, they evaluate the quality of the print and electronic materials used to promote Friends programs. Award categories include newsletters, membership materials, advocacy materials, websites, program publicity, fundraisers, special project publicity and book sales.

Winning groups receive a certificate and are recognized in ALTAFF's newsletter, The Voice. Winning materials are posted on ALTAFF's website at http://www.ala.org/ala/mgrps/divs/altaff/friends/grantsawards/bestfriends.

The following Friends groups were named 2009 Best Friends Award winners:

3. FRANCES DE USABEL OUTREACH SERVICES AWARD APPLICATIONS DUE JULY 1

The Wisconsin Library Association (WLA) Outreach Services Round Table (OSRT) is now accepting applications for the Frances de Usabel Outreach Services Award. This $500 award is presented annually at the WLA Conference to a "library or librarian who has provided exemplary library outreach services to underserved populations."

The award is named in honor of the former Special Needs Consultant for the Wisconsin Division for Libraries, Technology, and Community Learning, Frances de Usabel. Frances worked diligently and successfully to advance outreach services in Wisconsin public libraries for many years. Public, academic, school, or special libraries and librarians are all eligible and encouraged to apply for this award.

4. 3-D MAP OF WISCONSIN AVAILABLE

The Wisconsin Geological and Natural History Survey (WGNHS) has created a 3-D rendition of the land surface of Wisconsin. The map requires 3-D glasses and makes the landforms "pop" off the page. It is sold with 2 pairs of glasses for $20 (30% educators' discount makes the package $14). Additional glasses are 10 for $5.

WGNHS believes the map has general appeal due to the popularity of 3-D right now and is targeting 4th grade (for the Wisconsin curriculum) and middle school (where geology is studied).
